The Reading (PA) 2-way "interactive" television project for the elderly was a research model and reference point for the ITP during the early days.

My focus in this paper was to explore the Cable Company's role as a necessary actor in making a well-intentioned community service work.

This approach was informed by my experiences working with the Municipal Cable Project during 1975-76 in Somerville, MA. We were one of the first community-run cable stations in the United States.
